Section 303(d) of the Clean Water Act requires each state to develop a list of water bodies that do not meet established standards. These are referred to as "impaired waters." The state must take appropriate action to improve waterbodies, such as development of Total Maximum Daily Loads (TMDL's). The objective of the TMDL program is to restore and maintain the beneficial uses (drinking water, recreation, aquatic life, etc.) of imparied or threatened water bodies in Alabama.
